Dynamism of Iran’s Government Policies meantime Formation and Evolution of Gas Turbine Industry as a Complex ProductSystem

During last decades a large amount of efforts have been made by emerging economies and developing countries inorder to acquire knowledge and technological capabilities of innovating and developing complex product systems(CoPS). Also, many scholars have highlighted the role of government policies in the formation and evolution ofCoPS industries in different countries. In the other side, Iran has made plenty of efforts to acquire knowledge andtechnologies of manufacturing gas turbines and consequently it has achieved remarkable outcomes. This paper aimsat identifying and categorizing government policies meantime formation and evolution of this industry in Iran,through employing qualitative approach and case study strategy. Research findings indicate that the Iran‟s designedand executed influential policies via acting as leader and coordinator, investor and financer, client and user, andenabler and facilitator and created proper conditions for formation and evolution of this industry in Iran. Also, thedynamism of government policies during last three decades is illustrated. Our findings can suggest key policyimplications for government interventions in the establishment and development of various complex productsystems industries especially in developing countries.
