چکیده مقاله:
The competitiveness of contemporary ports and logistics corridors is increasingly determined not only by physical infrastructure, maritime connectivity, and cargo-handling productivity, but also by the efficiency, predictability, transparency, and technological maturity of border and customs procedures. Customs administrations constitute a critical institutional interface between maritime transport systems and international trade because customs clearance directly affects cargo dwell time, transaction costs, supply-chain reliability, inventory requirements, and the speed at which cargo moves from seaports to inland destinations. This article examines the mechanisms through which customs performance influences port and logistics corridor competitiveness and develops an integrated analytical framework linking customs efficiency to port performance, hinterland connectivity, trade costs, and corridor competitiveness. The study adopts a systematic integrative literature review and analytical synthesis methodology, drawing on peer-reviewed research, international trade-facilitation literature, and established logistics-performance frameworks. The literature indicates that customs efficiency operates through several interconnected channels: clearance time, procedural simplification, regulatory predictability, risk management, digitalization, inter-agency coordination, transparency, and the integration of customs systems with port and hinterland logistics platforms. Empirical studies show that logistics and trade-facilitation performance are positively associated with international trade, while inefficient border procedures increase direct compliance costs and indirect costs associated with inventory, uncertainty, congestion, and schedule unreliability. The article argues that customs should no longer be conceptualized merely as a regulatory gatekeeper but as a strategic component of port and corridor competitiveness. The proposed framework identifies customs performance as a multidimensional institutional capability that can generate competitive advantages when integrated with port community systems, single-window platforms, risk-based inspection, authorized economic operator programs, and data-driven border management. The article concludes that investments in physical port infrastructure are unlikely to generate their full economic return unless accompanied by equivalent improvements in customs and border-management performance. A coordinated customs–port–corridor governance model is therefore proposed as a policy prerequisite for developing competitive, resilient, and digitally integrated logistics corridors.
