The Ontological Foundations of Sage-Governance in Islamic Wisdom

Structural crises in contemporary political orders, including distributive injustices and developmental deadlocks, stem more from an “ontological error” in the perception of the nature of society than from flaws in managerial mechanisms. Adopting an analytical-philosophical approach based on al-Hikmat al-Muta‘aliyah (Transcendent Theosophy), this research seeks to redefine the paradigm of governance from an ontological perspective. The primary objective of this study is to elucidate the nexus between the principles of the “Primacy of Existence” (Asalat al-Wujud), the “Gradation of Existence” (Tashkik al-Wujud), and “Substantial Motion” (al-Harakah al-Jawhariyyah) with the fundamental concepts of political order and social transformation. The findings indicate that sage-governance, contrary to essentialist and static models, is predicated upon “ontological providence” (Tadbir-e Wujudi). In this model, political legitimacy is derived from the degree of alignment between the order and the degrees of reality; justice is extracted from the principle of gradation (proportionate distribution according to ontological rank); and the dynamism of institutions is drawn from the logic of substantial motion. By proposing a transition from “managerial politics” to “evolutionary politics,” this research provides a theoretical framework for designing “enabling institutions” that, rather than exercising substantial control over the human being, seek to facilitate their ontological flourishing and perfection.
