چکیده مقاله:
The crisis of effectiveness in contemporary political systems stems less from a deficiency of technological instruments than from a rupture between the “realm of truth” and the “realm of power.” This article seeks to articulate a novel epistemic framework by explicating the relationship between ḥikmah (wisdom)—in both its theoretical and practical dimensions—and governance at the strategic and institutional levels. Employing a descriptive–analytical method and drawing upon a neo-Sadrian approach in dialogue with modern theories of good governance, the study argues that “wisdom-based governance” is not merely a technical craft, but rather the convergence of sacred rationality and conventional prudence aimed at the attainment of collective perfection. The findings suggest that by redefining power as an “ontological trust” and policymaking as a “craft of virtue,” it becomes possible to articulate a model in which bureaucratic efficiency and transcendent teleology operate synergistically.
