Teleological Foundations of the Jurisprudence of Administration in Islamic Governance: Toward a Maqāṣid Based Framework for Institutional Management

This study examines the teleological foundations of the jurisprudence of administration within the framework of Islamic governance and argues that the concept of “ends” functions as a central epistemic and normative principle in shaping managerial rules and institutional structures. Using an analytical approach, the paper explores how overarching religious and social objectives guide juristic norms and connect them to the just organization of power, public accountability, and the protection of human dignity. The article further analyzes public interest (maṣlaḥah) as a mediating concept between the purposes of the Sharīʿa and concrete administrative and economic decisions, clarifying its relationship with justice as the normative horizon for evaluating institutional benefits. It also discusses the place of efficiency within the system of ends of the jurisprudence of administration, arguing that efficiency gains meaningful value only when aligned with justice, the common good, and human flourishing. The study concludes that strengthening a teleological perspective can transform the jurisprudence of administration from a set of scattered rulings into a systematic discipline capable of guiding the design and evaluation of governance institutions.
