HR Training and Development as a Driver of Economic Efficiency in Urban Infrastructure

This theoretical paper investigates the critical role of Human Resource Training and Development (T&D) in driving the economic efficiency of urban infrastructure. Shifting from traditional engineering-centric models, the study develops a conceptual framework integrating the Resource-Based View and Socio-Technical Systems theory. The objective is to conceptualize how targeted T&D interventions-such as technical upskilling and adaptive capacity building-enhance asset lifecycle optimization and smart infrastructure integration. The proposed model posits that strategic human capital investments reduce operational downtime and defer capital replacement costs, thereby establishing T&D as a foundational mechanism for long-term municipal economic efficiency.
