urban disasters and incidents, including earthquakes, floods, fires, and industrial accidents, disproportionately affect vulnerable populations. research has shown that communities with higher levels of social capital and active citizen participation experience lower disaster vulnerability and faster recovery. this study analyzes the relationship between social capital, citizen participation, and vulnerability reduction in shiraz metropolis, focusing on high risk areas (deteriorated central fabric and informal settlements in districts ۳, ۴, and ۷). using a mixed method approach including a survey of ۴۰۰ residents, semi structured interviews with ۲۰ community leaders and disaster management officials, and spatial analysis of vulnerability indicators, the research tests three hypotheses: (۱) social capital (trust, networks, norms) is negatively correlated with perceived and objective vulnerability, (۲) citizen participation (in disaster preparedness drills, neighborhood councils, volunteer groups) mediates the relationship between social capital and vulnerability reduction, and (۳) communities with higher social capital recover faster from small scale incidents (localized floods, fires). findings show that a one standard deviation increase in social capital is associated with a ۲۵% reduction in self reported vulnerability. participation in neighborhood disaster preparedness groups has the strongest mediating effect. the research concludes that investing in social capital and participatory mechanisms is as important as physical infrastructure for urban disaster resilience.
