Transformations in public law at the international level have led to the formation of transnational administrative justice norms, which aim to protect citizens’ rights against the administrative decisions and actions of states. Iran’s administrative justice system, particularly through the Administrative Justice Court, plays a significant role in achieving these goals. This research aims to examine the extent of convergence between Iran’s administrative justice system and transnational administrative justice norms. The research method is descriptive-analytical, based on library studies, domestic laws, international documents, and judicial practice. Transnational administrative justice norms include principles such as effective access to a review authority, independence and impartiality of the adjudicatory body, transparency, proportionality of decisions, administrative accountability, and effective enforcement of judgments, which are used as a benchmark for evaluating Iran’s administrative justice system. Although legal reforms and the expansion of the Administrative Justice Court’s competencies have strengthened some aspects of administrative adjudication, challenges such as lengthy proceedings, limitations in enforcing the Court’s judgments, and occasional ambiguity in institutional independence still persist. Examining judicial decisions and comparing them with international standards allows for the identification of strengths and weaknesses in Iran’s administrative system. The research also considers the legal convergence process, indicating that alignment with transnational norms is a gradual, selective, and internally influenced process shaped by domestic cultural, political, and institutional conditions. The findings, by providing theoretical and practical frameworks, can contribute to improving the efficiency, fairness, and transparency of Iran’s administrative justice system, increasing public trust, and strengthening the rule of law. Ultimately, this research identifies the areas where Iran’s administrative justice system aligns with global standards and the areas requiring institutional, procedural, and legal reforms to achieve greater convergence with transnational administrative justice norms.
