The main objective ofthis studyis toexplorethe most important issuesreceiving much attentionfrom governmentandauthorities and it isemphasizedandrecommendedbycriminologists andcriminal sciences experts. Theaim of thisstudy is to investigatedomesticlawandinternationalconventionsanddocumentsrelating tocompensation forthe damages by crimetoachievea general,logical plan for government responsibility forcompensationof damage of victimsalong withtheoffender and civil society.The present study is analyticaland descriptivebasedonlibraryresearch. Atfirst, the author byconsultation withprofessors, provided the mainresourcesof study and thensummarizedand took noteofthemand collected the most important viewsregarding the study issue. Finally, by comparison of the views, it is attempted to conclude andinvestigate their strengths and weaknesses. One of accepted legal principles is compensation forthe damages of offenses by offender. However, this issue is impossible in some cases and formssome factors. Thus, the damages without compensation should be covered by non-publicinstitutions (civil society) of government and public institutions and the investigation of thejustification of the responsibility of this institution is to compensate for crime is the mainpurpose of this study
