Wartime crises represent extreme forms of disruption that challenge the fundamental capacity of governments to maintain institutional stability, deliver essential public services, and preserve societal trust. Unlike short-term emergencies, wartime conditions are characterized by prolonged uncertainty, resource scarcity, security threats, and complex interdependencies among governmental actors. These characteristics require public organizations to move beyond traditional crisis response approaches toward developing long-term resilience capabilities. This conceptual paper develops an integrated framework explaining how crisis management capabilities contribute to public sector organizational resilience during wartime conditions. Drawing upon crisis management theory, organizational resilience theory, and adaptive governance perspectives, this study identifies five critical capabilities: crisis leadership, organizational preparedness, inter-organizational coordination, resource management, and crisis communication. The paper argues that these capabilities enhance resilience through four mechanisms: adaptive capacity, operational continuity, organizational learning, and recovery capability. The proposed framework contributes to public administration literature by conceptualizing wartime crisis management as a capability-building process rather than merely a reactive response mechanism.
