Inter-organizational coordination has become a cornerstone of effective public crisis management, particularly in wartime environments where governmental organizations must operate under conditions of uncertainty, resource scarcity, and rapidly evolving threats. Traditional hierarchical approaches are often insufficient for responding to complex wartime crises that require integrated decision-making, information sharing, and collaborative governance across multiple public agencies. Despite the growing importance of organizational resilience in public administration, empirical evidence regarding the mechanisms through which inter-organizational coordination enhances resilience remains limited, especially in developing countries. This study investigates the role of inter-organizational coordination in strengthening organizational resilience within Iranian public sector organizations during wartime crises. Drawing upon Collaborative Governance Theory, Network Governance Theory, and Organizational Resilience Theory, the study proposes a conceptual model linking coordination capabilities to organizational resilience through information sharing, joint decision-making, and resource integration. A mixed-method research design was adopted. In the qualitative phase, semi-structured interviews were conducted with experts in public administration, emergency management, and crisis governance to identify the critical coordination mechanisms required during wartime conditions. The findings informed the development of a structured survey instrument that was administered to managers and experts from Iranian public organizations. Structural Equation Modeling using Partial Least Squares (PLS-SEM) was employed to examine the proposed relationships. The findings demonstrate that inter-organizational coordination significantly improves organizational resilience by facilitating rapid information exchange, strengthening institutional trust, improving joint resource utilization, and enhancing adaptive decision-making capabilities. Information sharing emerged as the strongest predictor of resilience, followed by collaborative leadership and integrated resource management. This research contributes to crisis management literature by proposing an integrated coordination framework specifically designed for wartime public administration. The findings provide practical guidance for policymakers seeking to improve governmental preparedness and organizational resilience under high-risk security conditions.
