Tokenization of real-world assets (RWAs) transforms financial markets by enhancing liquidity and access to assets like real estate, yet the decentralized nature of blockchain poses challenges in verifying physical asset delivery and resolving disputes, particularly in regulated markets like Iran. This study proposes an innovative framework for decentralized arbitration in RWA tokenization, tailored to Iran’s legal and cultural context. The objective is to design a system that leverages smart contracts, oracles, and decentralized juries to ensure transparency, efficiency, and legal enforceability. The methodology combines a literature review with conceptual framework design, addressing technical, legal, and cultural challenges. Results demonstrate that the framework can reduce transaction costs by ۹۰% (from ۱۰–۱۵% to ۰.۵%), resolve disputes within ۴۸ hours, and confirm delivery using IoT and GPS technologies. Integration with Iran’s notary systems ensures legal compliance, boosting user trust (۸۵% trust notary validation, Tehran survey, ۲۰۲۴). By mitigating cultural and technical barriers, this framework offers a scalable solution to modernize Iran’s real estate market, reducing delays and enhancing market participation. It serves as a model for other regulated markets, promoting broader blockchain adoption while aligning with local legal requirements
