In many knowledge management systems, there are still problems such as data islands, lack of sufficient interoperability, and lack of trust between different actors. To address these challenges, this research designs a decentralized framework based on blockchain technologies. This framework uses three main tools: oracles (to receive and validate external data), cross-chain bridges (to communicate between blockchains), and smart contracts (to automatically enforce access and governance rules). The research method is a qualitative review and meta-analysis of ۱۶ scientific articles between ۲۰۲۰ and ۲۰۲۵, and the data is analyzed using NVivo software. The result of this analysis is a three-layer architecture including data validation, cross-chain interaction, and governance automation. This framework is adapted to real-world examples such as Chainlink and Hyperledger Fabric and has the potential to be implemented in areas such as health, education, industry, and public policy. The findings show that the use of these tools can pave the way for the creation of transparent, dynamic, and reliable knowledge-based systems.
