Despite their different approaches in analyzing social and legal issues, secular reason and religious reason claim the happiness of mankind in the application of social, moral, and legal propositions. The issue of this research is to what extent reason and religion have been used in the formulation of international human rights documents, including the Universal Declaration and the ۱۹۶۶ Human Rights Covenants. In recent decades, proponents of secular reason have relied on this source to issue, formulate, approve, and announce human rights positions in order to establish international peace and security. But are these documents truly universal and guaranteed? The aim of the article is to rely on religious teachings and their shared objective examples with reason. Secular, seeks to explain the provision of an appropriate solution for the development of human rights rules based on reason and religion. The main question of the article is: "What is the place of reason and religion in the development of human rights rules; what are the similarities and differences between these two bases?" The research hypothesis is that in the development of these human rights documents, not all religious capacities have been used, alongside reason. And these documents, due to their reliance on the foundations of secular reason, have not been able to identify and guarantee all the material and spiritual needs of man. The research method is comparative-applicative. The research theory and the general findings of the article show that if religion and religious reason are not considered as one of the most important elements in the development of human rights rules, these rules will not have the necessary strength and continuity for implementation. In addition, the full recognition and real guarantee of international human rights documents by all countries requires the use of all the capacities of religious teachings, along with reason, to compile, supplement and, in some cases, revise these documents. Applying the subject to children Art concludes that, based on secular reason, various types of possessions and actions in the field of fertility are justified and the dignity of the child is raised with a secular definition of it. However, based on religious reason, the rules of inheritance and determination of alms in the fields of donation, uterus, vagina and sperm are limited to the realm of religious values.
