چکیده مقاله:
Urban governments in developing and mid-sized cities frequently face extreme financial volatility caused by inflationary pressures, inconsistent revenue streams, and sudden systemic shocks. Traditional incremental budgeting is often insufficient to maintain urban service continuity under these conditions. This review article synthesizes literature on fiscal resilience, proposing a conceptual and mathematical framework for "Resilient Budgeting." By integrating stochastic modeling and optimization techniques with principles of smart governance, we explore how municipalities can maintain essential service delivery while absorbing financial shocks. This framework emphasizes adaptive allocation, risk-adjusted forecasting, and the strategic use of municipal digital platforms to optimize resource distribution.
