Urban deteriorated fabrics are considered one of the major challenges to sustainable development in many metropolitan areas of Iran. These areas, which often suffer from inadequate infrastructural, physical, and social conditions, require comprehensive regeneration and renewal. However, the renovation process in such neighborhoods faces numerous obstacles, the most significant of which include economic, technical, legal, managerial, and social barriers. This article aims to systematically examine these obstacles, with particular emphasis on the vital role of residents' participation and social empowerment strategies in facilitating the housing development process within deteriorated urban fabrics. The research method is descriptive-analytical, based on a literature review and conceptual analysis approach. The findings indicate that the lack of active resident participation, the absence of mutual trust among stake holders, and weaknesses in social empowerment programs are among the key barriers to the successful implementation of renewal projects. Ultimately, the article proposes strategies to enhance resident participation and strengthen the social dimensions of the regeneration process in deteriorated urban areas in order to overcome existing obstacles and achieve sustainable urban development.
