A New Approach to Citizens' Rights in Iran's Municipalities Law

In recent years, the concept of "citizens' rights" has become a central issue in the realm of public law, particularly within urban management and the activities of non-governmental public institutions such as municipalities. The Municipalities Law, as a foundational document in directing interactions between citizens and the urban management entity, possesses considerable capacities for the realization and assurance of citizens' rights. This article, aiming to elucidate the position and function of the Municipalities Law within the framework of constitutional principles and the foundations of citizens' rights, analyzes the relevant legal provisions, the prevailing implementation challenges, and proposed solutions for improving the current situation. Research findings indicate that the correct and prudent implementation of the Municipalities Law can serve as one of the most effective tools for achieving the rule of law at the local level, provided that the necessary mechanisms for ensuring transparency, accountability, and citizen participation in urban decision-making processes are established.
