The contemporary landscape of Human Resource Management (HRM) is rapidly transitioning its focus from traditional management functions to cultivating a holistic Employee Experience (EX). This paper investigates the critical interplay between EX, employee well-being, and underlying dissatisfaction dynamics, utilizing the Urmia Municipality-a key public sector entity in Iran-as a focused case study framework. Public sector environments, often characterized by high bureaucratic load, procedural rigidity, and emotionally demanding public interaction, frequently suffer from diminished EX and elevated burnout rates compared to the private sector. This analysis synthesizes existing literature to hypothesize the primary drivers of employee discontent within a municipal context, specifically addressing the inertia often associated with state-run organizations. Preliminary findings, derived from contextual alignment with established literature, suggest that low perceptions of procedural fairness, limited autonomy, and chronic emotional exhaustion significantly predict lower well-being and higher turnover intentions among Urmia municipal staff. The main conclusion underscores that sustainable public service delivery hinges upon proactively investing in psychological and structural aspects of EX, moving beyond conventional compensation strategies to address the intrinsic and extrinsic stressors unique to municipal governance
