The southern coasts of Iran, particularly the strategic region of Chabahar, serve as the primary gateway to the Makran coast and a vital hub for international transit and the North-South corridor. The rapid development of this region is central to Iran’s national economic strategy; however, achieving sustainable development is impossible without ensuring the security and protection of its critical infrastructures. Given its unique geopolitical and sensitive location, protecting this region against environmental, technological, and human-made hazards through the implementation of passive defense principles is of paramount importance. This study evaluates the spatial and structural vulnerabilities of Chabahar County from a passive defense perspective using a hybrid Q-methodology approach. This method allows for a systematic analysis of expert subjective viewpoints regarding regional risks. In this research, ۲۹ discourse statements were meticulously formulated, resulting in the extraction of five distinct factor viewpoints. The analysis reveals that the first, second, and third viewpoints possess the highest explanatory power and participation rates, representing the most critical concerns of regional stakeholders. Overall, ۲۴ significant factors were identified as the primary drivers of vulnerability in the area. These findings provide an evidence-based strategic framework for crisis management and regional planning. By addressing these identified vulnerabilities, policymakers can facilitate safer investments and ensure the long-term resilience of this essential coastal gateway, ultimately leading to more balanced and secure regional development.
