Public positions in international negotiations are commonly treated either as traces of closed-door bargaining or as elements of media competition. This study works at a narrower level: it asks how the public circulation of positions, once recorded and available for later reference, is linked to a higher explanatory burden for subsequent public adjustment. It uses a comparative within-case design to read two periods of the Vienna negotiations over a possible U.S. return to the JCPOA: April ۹-May ۲۴, ۲۰۲۱, and November ۲۹, ۲۰۲۱-January ۱۲, ۲۰۲۲. The corpus comprises six complete, official, public, and attributable texts, coded through close content analysis of the full documents. Across the coded material, the intensity of public signaling, positional rigidity, public textual commitment, and public reformulation capacity do not move together. In parts of the corpus, especially the limited American sequence, denser conditionality, attribution of responsibility, and narrative stabilization made some formulations more likely to function as reference points in textual analysis, increasing the explanatory burden of later adjustment. The scope remains textual and limited: the direct effects of the online environment, network diffusion, reposting, actual audience costs, and behind-the-scenes bargaining room fall outside the measurement strategy. The contribution is a corpus-based account of how constraints on public reformulation can form within a formal online environment that preserves official positions for comparison and later reference.
