Investigating the causes of failure of urban development plans in Iran With a look at the urban development strategy (CDS)

More than a few decades have passed since the preparation and implementation of urban development plans in Iran, meaning that many of these plans have exceeded the anticipated time period and even exceeded it; However, the current situation of cities and the failure to implement urban development plans (especially comprehensive and detailed plans) shows that despite all the measures taken in preparing the plans and regulating their contents, many of these plans have failed to achieve their goals. Especially since the ۱۹A's and the intensification of population crises, the development of new cities has become one of the main urban management policies of the country, and how to implement it has become a topic of discussion among many economic, social, architectural, and urban planning experts. As the undesirable effects and consequences of implementing urban development plans that were prepared without a strategic and comprehensive approach became apparent, the need to make changes in the processes and methods of preparing urban development plans was felt, with an emphasis on a long-term and strategic approach. The City Development Strategy (CDS) is a tool to help advance the process and implementation of city development programs, based on strategic planning, with a participatory perspective and through a participatory process, emphasizing urban governance reform, local economic growth, and continuous and systematic poverty reduction in urban areas. The city development strategy is actually a dynamic, participatory, and innovative framework for long-term city management and planning. Because the transition from authority-based planning to participatory planning with the aim of clearly defining the future of the city for urban residents will lead to the dynamism of the urban environment. This can guarantee smart urban growth.
