With the rise of data-driven technologies and the demand for smart urban management, the “Digital Twin City” has emerged as an innovative approach to city planning. Integrating ۳D modeling, real-time analysis, and simulations, it enables effective monitoring and optimization of urban systems. This study explores the feasibility of implementing this concept in Tehran, drawing on global examples from Singapore, Helsinki, Shanghai, and Dubai. A conceptual framework is proposed, focusing on four dimensions: data infrastructure, modeling, governance, and public engagement. Results suggest that a phased rollout in sectors like transport and energy can improve planning and boost policy efficiency in Tehran.
