An analytical review of the impact of construction violations with theapproach of increasing urban development problems in cities

One of the problems that has overshadowed the urban management and planning system inthe country in the past decades is the increasing trend of unauthorized residentialconstructions. Violation of constructions from technical regulations and urban planning inIranian cities is a deep-rooted and at the same time expanding reality, and despite thepunishments that have been considered for it, it is still increasing in cities. In order toprevent construction violations, the nature of this problem and the causes of its occurrenceand its impact on the urban planning system of cities must be investigated and analyzed fromevery angle. Construction violations are the result of the influx and growth of the urbanpopulation, and its increase causes problems and anomalies and disrupts the balance andinstability of the city. Therefore, construction violations should be considered as one of themain problems of cities, and not paying attention to it will prevent unstable urbandevelopment. Non-observance of the rules and regulations that have been considered for theconstructions are all for achieving a balance and creating social justice in the cities, and thenon-observance of them shows the unhealthy and unstable urban system, the results showthat one of the reasons which causes construction violations, the following can bementioned: illegal immigration; ۲- Failure to prevent the officials from construction in time;۳- Extending the issuance of the license from the application stage to the final signature; ۴-Housing problem and expensive materials; ۵- Treating the fine as income; ۶- lack of publiceducation; ۷- Article ۱۰۰ Commission rulings remain unenforceable; ۸- Use of non-specialist forces in the municipality, ۹- Abuse of legal powers; ۱۰- violation of laws; ۱۱- Therole of management and planning, ۱۲ land use problems; ۱۳- Ignoring public participation
