Comparison and Determination of the Rank of the Islamic Republic of Iran in the Domain of Investment Rate in Information Technology in the Middle East Region by Use of Multi-criteria Decision-Making Techniques

In this study, a survey is made of the resources existing in the economic conditions and technological development of Middle East countries, particularly Iran, which are stipulated in the research documents and written and oral reports of their analysis. These research resources give rise to the determination of the ranking index according to the techniques used in the analysis. In comparison, the gross domestic product, population density, and innovation index are surveyed in the process of technological networks according to the global standards, and the index of the country with a higher standard index ranking is analyzed such that the weaknesses of some of the Middle-eastern countries with the lower global standard index ranking be discerned and the technical procedures of escalating the ranking be expressed in this study. The indexes are determined in proportion to the economic values in the technological status of development of the infrastructure’s networks of the communications network of the country concerned, which are used by the technique for order of preference by similarity to ideal processing. Also, use is made of multi-index decision-making technique in the creation of research model. The research method of this study is from the perspective of applied aim. From the viewpoint of execution and data collection manner required for this research, it is a type of descriptive research, the perspective of which is propounded considering the executive operations according to the regulations of development of infrastructures in Iran. According to the results of the studies conducted in standard ranking, Iran occupies ۸th place.
