An Integrated Assessment of IT Governance Based on STOPE Approach (Case Study: Mellat IT Dept.)

There are various standards and methods in the field of IT governance; in addition to this diversification, in some cases they are incomplete and complex. The purpose of this paper is to design simple and integrated tools for evaluating IT governance inorganizations. In this paper, first, the existing standards and requirements are reviewed and presented in the form of a structured assessment framework. Using a descriptive-survey research methodology and selecting a purposive sample this research was carried out at Bank Mellat Information Technology Department. The tool of this research is a questionnaire consisting of 50 elements of ITgovernance assessment based on the STOPE domains and according to the Importance and Implementation and ranking (1= Poor/low to 5 = good /high). The findings of the research and the results of the assessment indicate that the domain of strategy (56.2) is the least in the ranking and technology domain (70.42) holds the highest rank in IT governance assessment at Bank Mellat. Also, the evaluation results indicate that the best match between importance and implementation exists in the assessment element of qualification and IT stafftraining , which is associated with the „„people‟‟ domain, and element of „„organizational rules and regulations‟‟ in „„environment‟‟ domain.
