Despite the increasing academic interest, the human resource management formulation process still remains unclear. Building on human capital and talent management literatures, this study investigates The impact of cognitive skills and value orientation on managers performance in management of human resources. Despite the rational nature of identification and assessment of critical HR, objective and formal processes alone do not allow managers to succeed in this part of HRM strategy formulation. individual activities developed by HR executives have to be complemented by other collectivistic efforts to integrate technical HR information into strategic deliberation
