An intelligent control system using an efficient License Plate Location and Recognition Approach Based on Neural Networks

Nowadays one issue that has received much attention in image processing field is the intelligent and automatic recognition of cars’ license plates (LP) which has a lot of applications in daily lives. The algorithms, hardware and the network structure for recognition are designed according to the specific application. The recognition can be done in three major steps: Localization of the plate, extraction of the plate characters, and recognition of the characters using a suitable identification method. In this paper, an algorithm is designed that can recognize plates using the pictures taken at under various illumination conditions such as various angles, various distances and different times of the day. The plate is localized using Otsu’s thresholding method and the plate features. Vertical and horizontal histograms are used for character segmentation. Finally, a new algorithm based on neural network is used for recognition of Iranian plate characters.
