چکیده مقاله:

The success of outsourcing projects mainly depends on selecting proper contractors. In this paper, an effort is made to design a pattern for evaluating and ranking the contractors of the organizations. From the basis point of view, this research is descriptive survey, and from objectives point of view it is an applied research. The tool used for collecting data is an interview and the obtained data is processed as the input data of MATLAB software then it is used as a tool box. four different steps have been predicted for carrying out this research. The first step involves determining and setting some criteria for evaluating the power of contractors, the second step is to prioritize the criteria using a scientific method, the third step is to set fuzzy rules, and the fourth step is to create a fuzzy inference system by using the criteria and the rules set in previous steps by means of MATLAB software, the output of which is a rank for each contractor in their evaluation.This research is aimed at evaluating the contractors of the municipality organization so that by using the outputs of this research, the supreme managers of this organization can obtain a qualitative evaluation on the power of contactors in different domains, and they can pay attention to this evaluation as a deciding measure in outsourcing the projects. One of the other results of this research is presenting systematic criteria for evaluating the contractors which force the contractors to continuously improve their power according to the demand of the employer considering these measures. Also, it is possible for the employer to use the results of this research in grading the contractors.
