This study is about the passive defense inTehran earthquake management using relief towns.Managing the rescuing survivors from Tehran earthquakeand even other cities as well as small and big villages byhousing them in the of smart fast building shelter townsinstead of using a camping tent and fix commonproblems of these camps and create an appropriate andacceptable welfare to avoid becoming a disaster in eachsituations including very difficult situation in terms ofclimatic, economic, health and etc., save foreignexchange and Rials, improving the quality and quantityof services and aid to people affected by are affairs forbeing able to handle the most difficult crises and passivedefense of the country are considered in this study. Relieftown is a collection of prefabricated modular homes,using a new type of polymer composite panel thatdesigned to fit this type of construction. Among itsfeatures are absence of using cement and sand mortar andconcrete and iron bar and truss. Design and constructionof this towns is not affiliated in any foreign things; theyare too light and portable with quick and easy installationand the possibility of collecting and mounting for severaltimes at very reasonable prices that can be a replacementfor relief tents for passive and direct defense and in theservice of committees and disaster management centersof the country. These structural models are suitable forvarious types of residential uses, office, serviceproviders, health centers, cultural uses, business, sports,military, multi-purpose, general uses required by refugeesthat had crisis with the ability to be converted intopermanent homes. After making, all parts of these townsare kept in stock to use in the shortest time at the crisis atthe site where is considered from the past with theoriginal arrangements
