equal to 45 persons formed the population of this study. Accordingly, the most important challenges of electronic insurance development were identified and prioritized by means of analytic hierarchy process (AHP). The results indicated that the structural factors have the most priority and thereafter behavioral, environmental and natural factors respectively are prioritized. Finally, appropriate strategies were presented in four behavioral, structural, contextual and natural dimensions.
