چکیده مقاله:

This paper presents a systematic review of the conceptual evolution from vulnerability and fragility toward adaptation and dynamic resilience in arid and semi-arid regions. The research method is based on a qualitative, theory‑driven systematic review (without numerical computations) of the literature available in Scopus. The findings reveal three main paradigms—fragility, adaptation, and dynamic resilience—which have been shaped respectively by path dependence theory, windows of opportunity, and the political economy of resilience. The conclusion is that the transition from a static fragility approach to dynamic resilience requires a redefinition of intervention and policy boundaries in dryland socio‑ecological systems.
