چکیده مقاله:

Urban civil infrastructure is increasingly exposed to flood hazards due to rapid urbanization, land-use change, and climate-driven hydrological extremes. Effective planning, therefore, requires structured decision-making approaches capable of integrating heterogeneous spatial data and supporting transparent prioritization under uncertainty. This paper proposes a practical GIS-based decision-making framework for flood-resilient urban infrastructure planning. The framework conceptualizes Geographic Information Systems (GIS) as a decision-support environment that integrates spatial indicators with Multi-Criteria Decision Analysis (MCDA) and structured preference modeling. Flood-related indicators derived from topographic, hydrological, land-use, and environmental datasets are normalized and aggregated to produce spatially explicit priority classes. Sensitivity analysis is incorporated to assess the robustness of prioritization results under alternative weighting and normalization scenarios. The framework’s applicability is illustrated through representative cases from Greece and Egypt, highlighting its transferability across diverse urban and peri-urban contexts. By structuring how spatial evidence is translated into actionable priorities, the proposed approach provides a transparent and transferable methodological basis for supporting municipal flood-risk mitigation and infrastructure investment decisions.
