چکیده مقاله:

The SCP-C cycle, recently developed to facilitate multi-disciplinary cybercrime prevention, provides a structured approach by mapping cybersecurity controls to situational crime prevention techniques. This paper applies the framework to three data confidentiality offenses under Iran's Computer Crimes Act: unauthorized access (Article ۷۲۹), unauthorized interception (Article ۷۳۰), and computer espionage (Article ۷۳۱). Drawing on the common inventory of ISO/IEC ۲۷۰۰۲:۲۰۲۲ controls mapped to ۲۵ SCP techniques, each offense is linked to its statutory elements, corresponding SCP techniques, and preventive cybersecurity controls. The analysis demonstrates how legal provisions can be systematically translated into operational security measures, with cyberplace managers as the primary implementers. The proposed framework offers a practical model for jurisdictions with analogous data confidentiality provisions.
