Industrial development has re-emerged as a strategic priority in response to technological disruption, geopolitical competition, and the restructuring of global value chains. Although existing theories—including Developmental State Theory, National Innovation Systems, Evolutionary Economics, Entrepreneurial State Theory, and Mission-Oriented Innovation—have significantly advanced the understanding of industrial transformation, they provide only partial explanations of how governance capabilities interact to sustain long-term industrial competitiveness. This study proposes Adaptive Industrial Governance Theory (AIGT) as an integrated middle-range theory that conceptualizes industrial development as a dynamic process of institutional learning, strategic coordination, and continuous policy adaptation. Using a theory-building methodology based on comparative theoretical analysis and conceptual synthesis, the study develops the Integrated Mission-Oriented Developmental Governance Framework (IMDGF), which integrates nine complementary governance capabilities into a unified analytical framework. The proposed theory explains industrial transformation as an adaptive governance process that continuously aligns industrial policy, innovation systems, technological capability, entrepreneurial finance, advanced manufacturing, supply-chain resilience, and economic security. By synthesizing the strengths of existing industrial development theories, AIGT provides a comprehensive governance perspective that supports long-term industrial competitiveness under conditions of technological and geopolitical uncertainty
