A Systematic Review of Theoretical and Policy Frameworks for Unauthorized Agricultural Land Use Change

Unauthorized agricultural land use change is one of the fundamental challenges to sustainable development in developing countries, including Iran. This complex phenomenon, rooted in economic, social, cultural, legal, and environmental factors, not only threatens food security but also leads to spatial inequalities and the degradation of natural resources. This study aims to systematically review the theoretical foundations, conceptual frameworks, and policy approaches related to unauthorized agricultural land use change. Six major theories are examined in this paper: Land Conversion Theory, Land Use Life Cycle Theory, Pressure-Response Theory, Spatial Justice Theory, Institutional Theory, and Modernization Theory. Additionally, Iran's legal framework and the comparative experiences of successful countries in land use management are analyzed. The overall conclusion indicates that success in curbing unauthorized land use change requires coordination among responsible institutions, legal reforms, economic empowerment of farmers, and active participation of local communities.
