Germany’s digital economy underperforms relative to its strong industrial base and research capacity. This gap stems not from insufficient resources but from fragmented innovation governance across federal, regional, sectoral, and corporatist institutions. The country excels in industrial R&D (over ۳% of GDP) yet lags EU leaders like Denmark, Finland, and Estonia in public digital services, business digitalization, and policy implementation speed. Drawing on national innovation systems and comparative political economy frameworks, this paper demonstrates that Germany’s weaknesses concentrate in areas demanding rapid cross-sector coordination, interoperable infrastructure, SME digital adoption, and administrative capacity. Multiple capable actors operate with poorly integrated competencies, incentives, and funding, producing uneven rather than absent digital transformation. Evidence from the European Commission, Eurostat, OECD, World Bank, and German sources confirms strong innovation inputs but weak digital execution. The institutional architecture that historically enabled industrial success now creates structural coordination problems for general-purpose digital technologies. Addressing this requires governance reforms: mission-oriented coordination mechanisms, improved federal-state interoperability, accelerated administrative modernization, and economy-wide digital diffusion strategies. This analysis contributes to understanding how coordinated market economies face digital transformation challenges when institutional complementarities become constraints, offering insights for similar advanced economies navigating technology-driven structural change.
