Historical areas, as settings for the formation and continuity of the cultural and social identity of cities, offer significant potential for the development of cultural tourism. In this context, the establishment of cultural complexes in connection with historical areas can enhance the quality of urban spaces while also increasing both tourist attraction and length of stay. The present study aims to examine the relationship between the historical area and the cultural complex in attracting tourists, with particular emphasis on the case of Rahimabad Garden in Birjand. This research adopts a descriptive-analytical approach, and the data were collected through documentary studies and the physical analysis of the site. The findings indicate that locating the cultural complex within the old urban area of Birjand, along with the creation of a tourism route linked to Rahimabad Garden, constitutes the first and most important step in strengthening the relationship between these two components. This spatial and functional connection enhances the cultural and social interactions between tourists and the host community, introduces the architecture, customs, and traditions of Birjand, and ultimately contributes to the city's economic vitality. The results further suggest that the conscious integration of historical area with cultural complexes can serve as an effective model for promoting cultural tourism in similar historic cities.
