Urban construction projects increasingly operate at the intersection of economic uncertainty, environmental constraints, and complex design requirements. Yet, decision-making practices in many urban development initiatives remain fragmented, often relying on isolated technical or financial assessments that fail to capture the systemic nature of sustainability challenges. This study addresses this gap by developing an artificial intelligence-driven decision support framework that integrates economic evaluation, environmental performance, and urban design considerations within a unified analytical structure. Drawing on a critical interdisciplinary review of recent research in construction management, urban economics, and sustainable design, the paper synthesizes insights from real-world urban projects where data-driven approaches have reshaped planning outcomes. Rather than positioning AI as a purely technical solution, the framework conceptualizes it as a cognitive mediator that enhances human judgment by revealing hidden trade-offs, long-term cost implications, and environmental impacts at early design stages. The findings suggest that such integrative decision support can significantly improve transparency, strategic alignment, and resilience in urban construction processes. By bridging disciplinary silos, this research contributes to the evolving discourse on sustainable urban development and demonstrates how intelligent systems can support more accountable, informed, and future-oriented decision-making in the built environment.
