Smart city initiatives increasingly rely on data-driven governance to improve service delivery, transparency, and citizen participation. However, existing governance frameworks often treat citizens as a homogeneous population, provide limited mechanisms for operationalizing fairness, and rarely include structured pathways for implementation and validation. This study develops the Transparent, Motivation-Aware, and Fairness-Oriented Governance Analytics (TMCA) framework for smart city governance in Shiraz, Iran. Using a conceptual framework development approach, the study integrates insights from Smart Governance literature, Socio-Technical Systems Theory, Self-Determination Theory, and algorithmic fairness research. The resulting framework comprises four interconnected domains: Citizen Intelligence, Governance Analytics, Fairness and Accountability, and Learning and Adaptation. Together, these domains support a continuous governance cycle linking citizen participation, analytical decision-making, transparency, fairness monitoring, and organizational learning. The framework is accompanied by a phased implementation roadmap and a validation strategy to guide future empirical assessment. TMCA contributes a theoretically grounded and context-sensitive governance architecture that advances the integration of participation, fairness, and accountability in data-driven urban governance.
