Community Participation in Industrial Heritage Reuse for Sustainability: A systematic Review

In recent decades, industrial heritage, once seen as a sign of economic decline and the physical burden of post-industrial cities, has been redefined in the contemporary conservation discourse as a strategic asset for sustainable development, circular economy, and urban resilience. In this context, local community participation plays a decisive role in the quality, legitimacy, and sustainability of conservation and adaptive reuse projects an issue that is emphasized in international documents but faces a significant gap at the implementation level. This study, using a systematic review and analysis of ۴۲ selected scientific sources from Scopus and Science Direct databases, identified and compared the key components of local community participation in the conservation and reuse of industrial heritage. The indicators were extracted through thematic coding and based on models of participation, sustainable development, and heritage management literature. In addition, SWOT analysis was used to examine the reinforcing, constraining, facilitating, and threatening relationships between the local community and industrial regeneration projects. The results show that factors such as a sense of local ownership, quality of interaction, influence in decision-making, inter-sectoral synergies, and the use of digital tools play the most important role in the effectiveness of participation. In contrast, weak institutional frameworks, conflicting interests of stakeholders, resource constraints, and lack of digital justice are considered the most important obstacles. Therefore, meaningful and structured participation of the local community is a necessary condition for the long-term success of industrial heritage reuse projects and the continuity of their socio-cultural functions.
