Urban regeneration of the historic fabric refers to the revitalization, improvement, and renewal of old urban spaces while preserving their identity, cultural, and architectural values. This approach seeks to remove historic fabrics from conditions of deterioration and stagnation and transform them into dynamic, vibrant, and usable spaces for residents and tourists. In this regard, the development of creative urban tourism can play an important role in activating these fabrics; because by creating interactive experiences such as art workshops, handicrafts, cultural events, and local activities, tourists are transformed from mere visitors into active participants. As a result, the regeneration of the historic fabric in connection with creative tourism, in addition to preserving urban heritage, also provides the ground for economic prosperity, strengthening local identity, increasing social participation, and sustainable urban development. The objective of the present study is the regeneration of the historic fabric toward the development of creative urban tourism: a case study of the historic fabric of Bushehr city. In terms of purpose, the present research is theoretical-applied, and in terms of nature and method, it is descriptive-analytical. In organizing the data and calculations in this study, the Best-Worst Method (BWM) has been used as the main analytical tool. The regeneration of the historic fabric toward the development of creative urban tourism is considered one of the new approaches in revitalizing valuable urban spaces and enhancing their socio-economic dynamism. The present study aims to analyze the capacities and prioritize the effective indicators influencing the regeneration of the historic fabric of Bushehr city in the direction of developing creative urban tourism. In this regard, the multi-criteria decision-making method "Best-Worst Method (BWM)" has been used to determine the importance and priority of physical, cultural, social, and economic criteria. The results of this approach can help identify key components in enhancing the attractiveness of Bushehr's historic fabric, strengthening local identity, increasing residents' participation, and creating sustainable grounds for the development of creative urban tourism. Furthermore, the findings of this research can provide a basis for effective planning and policymaking aimed at the preservation and regeneration of Bushehr's historic fabric with an emphasis on its creative and indigenous capacities.
