The integration of neighboring rural settlements into a unified structure, referred to as Shahroosta, requires strategic planning for the allocation of urban facilities to ensure spatial equity, efficient access, and environmental preservation. This study proposes a computational framework based on multi-objective optimization for allocating key urban functions such as schools, clinics, markets, and green spaces within Shahroosta configurations. A hypothetical case study involving five villages with predefined geographic coordinates is used for initial validation. The model seeks to minimize total access distance, maximize population coverage, and reduce overlap with agricultural land. The NSGA-II algorithm is employed to derive a Pareto-optimal set of solutions. Results demonstrate the model's capacity to balance conflicting objectives and provide diverse facility location scenarios. This framework can be extended to real-world data and serves as a practical tool for planning in rural-urban hybrid contexts.
