In recent decades, with the rapid expansion of urbanization, equitable access to urban services has become a key concern for urban planners as a fundamental component of sustainable development and spatial justice. This study aims to conduct a spatial analysis of urban service distribution and identify priority areas lacking adequate service coverage in the city of Kordkuy. For this purpose, three main indicators were utilized: population density, the distance from each statistical block to the nearest service center, and the number of accessible services per block. Land-use data were obtained from Kordkuy Municipality, and population data from the Statistical Center of Iran. All spatial analyses were conducted using ArcGIS Desktop software. Initially, the standard service radius for each facility type was determined based on national planning documents, and network analyses were employed to evaluate spatial accessibility. Subsequently, using raster-based analyses, the three indicators were classified into five categories and integrated to produce a final heat map indicating the service gap prioritization of city blocks. In addition, a Hot Spot Analysis was carried out to detect high-priority areas for service-oriented interventions and the potential siting of new facilities. The results indicated that peripheral areas and densely populated zones simultaneously suffer from significant deficiencies in access to urban services. The findings of this study can support spatial decision-making, optimal resource allocation, and the enhancement of equity in urban service distribution.
