With the paradigm shift in structural engineering, design has been upgraded from the ultimate strength and force-based design (FBD) level to performance-based design (PBD) and then performance-based optimization (PBDO). While reviewing the historical and software history of this evolution, the present study comparative analyzes the position and shortcomings of optimization in seismic functional design and its link with functional recovery. In this framework, the path of evolution from resistance approaches to multi-hazard and multi-objective design is reviewed and the role of analytical software from ETABS and SAP۲۰۰۰ in the linear analysis stage to SeismoStruct and OpenSees in the nonlinear analysis stage and the integration of evolutionary algorithms such as GA, PSO, ACO and NSGA-II in the PBDO stage is described. The results indicate that the link between analytical modeling and meta-heuristic optimization has provided a path from static design to smart and economical design. Also, analysis of regulatory documents such as FEMA P-۵۸ and ATC-۴۰ shows that these texts are mostly focused on achieving a minimum safety level and have not yet systematically entered the field of multi-objective optimization and evaluation of economic- environmental components. Hence, the proposed research is an effective step towards the formation of forward-looking frameworks for "smart performance-based design" with a focus on reducing costs, increasing safety, reducing functional recovery time, and promoting environmental sustainability.
