Presenting a framework to create a geodatabase based on open and volunteered data sources for developing countries

Creating a spatial database is a necessity for effective and efficient planning and decision-making; however, developing a comprehensive geodatabase for a city or region is often costly and time-consuming. Moreover, the rapid rate of change in certain spatial features makes it difficult for official authorities, particularly in developing countries, to update their databases accordingly. In Iran, national organizations such as the National Cartographic Center and the Geographical Organization are the primary producers of spatial data, mainly providing coverage maps at scales of ۱:۲۵,۰۰۰ and ۱:۱۰,۰۰۰, while large-scale datasets are rarely available. Although spatial data infrastructures (SDIs) and geoportals have been established to facilitate data sharing, limitations such as inter-organizational non-cooperation, security concerns, and incomplete attribute information still restrict data accessibility and usability. This study proposes a practical framework for creating an urban spatial database by integrating open data sources, including Google Maps, OpenStreetMap, and USGS Explorer, with available official datasets. The proposed framework was implemented for Arjomand city in Tehran province as a case study. The results demonstrate that an integrated and up-to-date geodatabase can be successfully generated using open-source spatial data, providing sufficient spatial and attribute information for urban analysis and planning purposes. The findings indicate that the proposed approach can significantly support spatial database development in developing countries where access to large-scale and frequently updated official data is limited.
