Artificial Intelligence for Optimizing Urban Planning and Financial Management of Sustainable Urban Development Projects: A Systematic Review

چکیده مقاله:
Artificial Intelligence (AI) has emerged as a transformative technology with significant potential to improve urban planning and financial management, thereby supporting sustainable urban development. The increasing complexity of urban systems, rapid urbanization, environmental challenges, and financial constraints have encouraged governments and policymakers to adopt intelligent technologies that facilitate evidence-based decision-making. This study aims to systematically review the existing literature on the application of AI in optimizing urban planning and financial management for sustainable urban development projects. A systematic literature review (SLR) was conducted following the PRISMA ۲۰۲۰ guidelines. Relevant studies published between ۲۰۲۰ and ۲۰۲۵ were identified through major scientific databases, including Scopus, Web of Science, ScienceDirect, SpringerLink, IEEE Xplore, and Google Scholar. The selected studies were analyzed using thematic analysis to identify major AI techniques, application areas, benefits, challenges, and future research directions. The findings indicate that AI technologies—including machine learning, deep learning, Geographic Information Systems (GIS), Digital Twins, Big Data analytics, and the Internet of Things (IoT)—significantly improve land-use planning, transportation management, infrastructure development, environmental monitoring, investment analysis, budget optimization, financial forecasting, and risk assessment. Furthermore, integrating AI into urban planning and financial management enhances environmental sustainability, economic efficiency, and urban resilience. However, several challenges remain, including data privacy, cybersecurity, algorithmic bias, limited institutional capacity, and regulatory issues. The review concludes that AI has become a strategic enabler for sustainable urban development by integrating intelligent planning with advanced financial management. Future research should emphasize Explainable Artificial Intelligence (XAI), Generative AI, Digital Twins, and interdisciplinary governance frameworks to maximize the benefits of AI while ensuring responsible and transparent implementation.
