چکیده مقاله:
The COVID-۱۹ pandemic fundamentally transformed work patterns in public sector organizations worldwide, bringing remote work from the periphery to the mainstream. Municipalities, as the largest providers of urban services and major local employers, face the critical challenge of designing hybrid work models that can maintain flexibility while enhancing productivity. This paper employs a systematic review method to analyze international experiences and research findings on implementing hybrid work models in municipalities and public sector organizations, and, considering studies conducted in the Tehran Municipality, presents a localized framework for designing such models in Iran. Findings indicate that successful hybrid work models rest on five key components: ۱) Task-Fit based on the remote work capability of jobs, ۲) Legal and regulatory frameworks including the right to disconnect and occupational health, ۳) Digital transformation and secure, integrated technical infrastructure, ۴) Redefinition of leadership style and output-based performance management, and ۵) Welfare considerations and organizational equity to prevent gaps among employees. Analysis of studies related to Tehran Municipality suggests that implementing digital human resource management practices and the interdependence of digital tasks play a key role in strengthening the human resource management system and the success of hybrid work models. The paper concludes that designing a hybrid work model in Iranian municipalities requires adopting a gradual and context-sensitive approach, where instead of merely adopting Western models, a path tailored to Iran's legal, technical, and cultural context is charted by relying on local capacities and learning from existing experiences. The proposed conceptual model of this paper provides an integrated framework for achieving this goal.
