Complex and interdependent crises ranging from climate-induced disasters to global health emergencies and cyber disruptions have heightened the need for resilient systems capable of rapid, adaptive, and data-driven decision-making. Artificial Intelligence (AI) has emerged as a pivotal enabler in strengthening systemic resilience and supporting strategic decision-making across all phases of crisis management. This paper examines the integration of AI-driven analytical frameworks, including machine learning, deep learning, and reinforcement learning, to enhance early warning systems, optimize resource allocation, and model high-uncertainty environments. By leveraging real-time data streams from IoT networks, remote sensing platforms, and social information channels, AI augments situational awareness and improves predictive accuracy in highly dynamic contexts. Additionally, the study highlights the role of AI-enabled decision support systems in mitigating cognitive overload among crisis managers, enabling scenario-based planning, and enhancing organizational learning through automated knowledge extraction. Challenges related to algorithmic bias, adversarial vulnerabilities, data governance, and ethical deployment are also critically analyzed. The findings underscore that AI, when integrated within robust governance and security frameworks, can substantially elevate crisis preparedness, responsiveness, and long-term resilience in complex and unpredictable environments.
