Policy Analysis of Government Strategies in Promoting Citizen Sports as a Tool for Participatory Governance: Emphasizing Social Capital and Urban Solidarity

In contemporary urban societies, citizen sports have evolved beyond physical activity to become a form of civic participation and an instrument of participatory governance. Governments increasingly employ sports as a social and political tool to foster social capital, urban solidarity, and public trust. This research analyzes the policy frameworks and governance models that integrate citizen sports into public management systems. Using a qualitative, descriptive-analytical method, the study identifies key national policies, assesses their effectiveness, and proposes strategies to enhance citizen engagement through sports. The findings highlight that sustainable promotion of citizen sports requires transparent governance, intersectoral coordination, and the institutionalization of participatory decision-making.
