چکیده مقاله:
This report challenges the traditional economic-centric view of elite migration by positing that the built environment is an active catalyst in facilitating the reverse migration of skilled professionals. It argues that architecture and urban design directly influence returnees' decisions by shaping professional opportunities, psychosocial well-being, and a sense of identity and belonging. The analysis identifies critical spatial needs for returning elites, including flexible collaborative work environments, adaptable culturally sensitive housing, and robust social spaces that foster community. Conversely, the report examines spatial pathologies, such as a mismatch between architectural styles and modern lifestyles and a lack of innovative workspaces, as significant deterrents to return. Drawing on global case studies from China, India, South Korea, and Germany/France, the report illustrates how strategic interventions like innovation parks and research clusters are employed to attract talent. Proposed architectural and urban solutions include designing integrated "elite ecosystems" like knowledge cities, employing co-creation processes to ensure cultural relevance, and developing innovative housing models like co-living communities and adaptable homes. Ultimately, the report concludes by advocating for the formal integration of spatial planning and architectural expertise into national migration policies, leveraging the built environment as a strategic tool to transform "brain drain" into a sustainable "brain gain".
